The moral obligation to support space exploration follows from our obligations to protect the environment and to survive as a species. It can be justified through three related arguments: one supporting space exploration as necessary for acquiring resources, and two illustrating the need for space technology in order to combat extraterrestrial threats such as meteorite impacts. Three sorts of objections have been raised against this obligation. The first are objections alleging that supporting space exploration is impractical. The second is the (...) widely held notion that space exploration and environmentalism are at odds with one another. Finally, there are two objections to using space resources that Robert Sparrow has raised on the topic of terraforming. The obligation to support space exploration can be defended in at least three ways: (1) the "argument from resources," that space exploration is useful for amplifying our available resources; (2) the "argument from asteroids," that space exploration is necessary for protecting the environment and its inhabitants from extraterrestrial threats such as meteorite impacts; and (3) the "argument from solar burnout," that we are obligated to pursue interstellar colonization in order to ensure long-term human survival. Terraforming is a process of planetary engineering by which the extant environment of a planetary body is transformed into an environment capable of supporting human inhabitants. The question I would like to consider in this paper is whether there is any reason to believe that the terraforming of another planet—for instance, the terraforming of Mars—is morally problematic. Topics related to the human exploration of space are not often discussed in philosophical circles. John Burdon Sanderson Haldane was a giant among men. He made major contributions to genetics, population biology, and evolutionary theory. He was at once comfortable in mathematics, chemistry, microbiology and animal physiology. But it was his belief in education that led to his preparing his popular essays for publication. In his own words: "Many scientific workers believe that they should confine their publications to learned journals. I think that the public has a right to know what is going on inside (...) the laboratories, for some of which it pays." So begins Haldane's collection of essays, perhaps the most public intellectual communicating science before the writings of Stephen Jay Gould. The first part of the volume emphasizes the important developments in biology and natural science in the first quarter of the century. As such, it provides a benchmark for studies of the next three quarters of the century. In an unusual introduction, Price takes the readers through their paces, discussing the situation then and now in vitamins, oxygen want, disease controls, and the rewards of science as such. This is followed by Haldane's views on society, art, religion and economy as seen through the eyes of a politically alert major scientist. The editor provides readers unfamiliar with Haldane with a carefully rendered chronology of a life that began in 1892 and that spanned much of the present century. Despite ideas on race, class and politics that have seen better times, Haldane was truly exceptional in translating the science of his time into ideas that "everyman" could readily grasp. His predictions on what science would achieve were on target far more often than not. But even his failed predictions are perhaps the most interesting of all. They throw into sharp relief the truly novel and revolutionary developments in science over the past 75 years. J.B.S. Haldane held many positions and received many honors during his lifetime. But for most of the period covered in this volume, he was the William Dunn Reader in Biochemistry at Cambridge University. He simultaneously served as Fellow of New College, in Oxford University's Horticultural Institute. Carl A. Price served until 1999 as professor IIof plant molecular biology in the Waksman Institute of Microbiology at Rutgers, the State University of New Jersey. This article focuses mainly on (1) the policy of Delft University of Technology since 1992 as regards the university-wide introduction of a compulsory course on ethics and engineering, and (2) the ideal structure of such a course, including the educational goals of the course.

This article considers how legislators should respond to evidence that identifies a common and widely accepted parental practice as a potential source of harm to children, using domestic exposure to environmental tobacco smoke as a test case. It is claimed that children are parties to the Harm Principle, and that the State has an obligation to protect children from exposure to harm. Parental prerogative is limited by the need to avoid harming children. That said, there is considerable uncertainty about what (...) is harmful to children. Several sources of uncertainty, both empirical and conceptual, are explored, in order to demonstrate the complexity of the task legislators face. Seven considerations that are relevant to decisions about legislation of harmful parental practices are outlined, and these considerations are then employed to assess the case in favour of legislating to prohibit the exposure of children to environmental tobacco smoke in domestic settings. Summary The Copernican system was condemned as heretical by a decree of the Roman Inquisition in 1633. This decree was effectively, though not officially, withdrawn in 1757, after which date Catholic astronomers felt themselves free to accept and propagate the system without reserve. Between these dates their attitudes varied greatly. In France the decree was never promulgated and was legally unenforceable. Astronomers could be Copernican without any fear of consequences and most of them were, though some, out of respect for (...) the Church, refrained from declaring themselves publicly. In Italy the possible risks were greater, but a few Copernican or near-Copernican works were published without hostile reactions. The ecclesiastical authorities were tolerant and made little positive effort to enforce conformity. By 1744, the system was being freely propagated in Rome itself. (shrink)

In this paper, we argue that our moral concern for future well-being should reduce over time due to important practical considerations about how humans interact with spacetime. After surveying several of these considerations (around equality, special duties, existential contingency, and overlapping moral concern) we develop a set of core principles that can both explain their moral significance and highlight why this is inherently bound up with our relationship with spacetime. These relate to the equitable distribution of (1) moral concern in (...) a universe that we can only causally affect in one temporal direction; (2) access to the benefits from using spacetime as a resource; and (3) the burdens of care given (1) and (2). We conclude by considering the practical implications of our argument and find that, while it is often assumed that a preference for present over future well-being weakens the case for existential risk mitigation, this likely is not the case. Hidden Markov models (HMMs) have been successful for modelling the dynamics of carefully dictated speech, but their performance degrades severely when used to model conversational speech. Since speech is produced by a system of loosely coupled articulators, stochastic models explicitly representing this parallelism may have advantages for automatic speech recognition (ASR), particularly when trying to model the phonological effects inherent in casual spontaneous speech. This paper presents a preliminary feasibility study of one such model class: loosely coupled HMMs. Exact model (...) estimation and decoding is potentially expensive, so possible approximate algorithms are also discussed. Comparison of one particular loosely coupled model on an isolated word task suggests loosely coupled HMMs merit further investigation. An approximate algorithm giving performance which is almost always statistically indistinguishable from the exact algorithm is also identified, making more extensive research computationally feasible.
